The Downtown Library Advisory Committee
The City Council created the Downtown Library Advisory Committee (DLAC) in its directive to City Manager Martin Bernal to "Work with the Library Director, Library Commission, and Library Board to establish a Downtown Library Advisory Committee to help with the design of a new library." The DLAC members were chosen by the Library Director and it began meeting in late June 2017. (Click HERE for documents relating to the DLAC.)
From the very beginning there were problems with the eight month DLAC process, including, but not limited to, lack of adherence to the call for a "minimum of three meetings" to "engage citizens and stakeholders in meaningful dialogues" concerning the proposed plan to abandon the now historical downtown library, an integral part of the City's Civic Center. The process basically went downhill from there.
The DLAC voted to approve their Recommendation to City Council on January 25, 2018. This document was further edited after approval and released to the public in revised form on February 14, 2018. The revised Recommendation was not reviewed or approved by the DLAC in a public meeting before its release.
