The Library Subcommittee made the decision to award the contract to Jayson Architecture based on their approach to the scope and their experience working on other Library projects in the community.

Agenda item 28: Motion to put on hold the decision to proceed with a Downtown Library Project and to convene a Council subcommittee composed of Councilmembers Cummings, Meyers, and Brown to investigate alternatives, in collaboration with Library staff and the interested community, and return with a recommendation no later than October 2019.
FRIENDLY AMENDMENT: Councilmember Glover requested to allow members of the public to observe the subcommittee meetings. Vice Mayor Cummings was willing to amend his motion that the subcommittee will bring back the process.
FRIENDLY AMENDMENT: Councilmember Krohn requested that the public can observe the meetings, and that Council makes any amendments at this time to prevent the need for a report back which would result in delays. Mayor Watkins did not accept.
FRIENDLY AMENDMENT: Councilmember Krohn requested a recommendation come back at the second meeting of September, as opposed to October. Vice Mayor Cummings specified that October was the latest, but the recommendations and timeline could come back sooner.
FRIENDLY AMENDMENT: Mayor Watkins requested that the work of the committee align with that of the Health in All Policies work. Vice Mayor Cummings accepted.
ACTION: The motion carried with the following vote.
AYES:
Councilmembers Krohn, Glover, Meyers, Brown; Vice Mayor Cummings; Mayor Watkins.
NOES:
None.

Motion Passed: Vice Mayor Cummings moved, seconded by Mayor Watkins, to put on hold the decision to proceed with a Downtown Library Project and to convene a Council subcommittee composed of Councilmembers Cummings, Meyers, and Brown to investigate alternatives, in collaboration with Library staff and the interested community, return with a recommendation no later than October 2019, and consider alternatives presented in the fall of 2018, with one of the alternatives to be a renovation of the Downtown Library.

Brown Act caution from the City Attorney:
"... the Brown Act (at Section 54952.2(b)(1)), states that '[a] majority of the members of a legislative body shall not, outside a meeting authorized by this chapter, use a series of communications of any kind, directly or through intermediaries, to discuss, deliberate, or take action on any item of business that is within the subject matter jurisdiction of the legislative body.' Because the ad hoc library committee is composed of three members that will need to communicate with each other about the task assigned to it, any communications by a member of the subcommittee with another councilmember who is not a member would involve a 'majority.'
"Therefore: (1) Councilmembers assigned to the subcommittee are cautioned to please communicate solely with other subcommittee members with respect to the library project; and (2) Councilmembers not assigned to the subcommittee are cautioned against contacting or communicating with subcommittee members about the library project."
